OUR VALUE Patrons and Facebook friend of Perdana Cineplex Labuan. Our Cineplex (Hall 2) located at Pekan Jati will stop operating next week because local authority (PL) issued a last warning notice to us on 28/9/2011 around 8.45pm to stop operating without license.
We apply for the License before the renovation work start and till today we are unable to get the Trading license. We don’t understand why applying for a healthy entertainment license like Cineplex is worst than applying a visa to go to united state.
I belief many businessman in Labuan also encounter this kind of problem regarding applying of trading license. Problem arise coz abuse of power and corrupt practice by local authority in the Island.
For our case, We invited the Bomba officer to come to our Cineplex for inspection after complete renovation work and the officer by the name ‘Tuan Jason’ told us that everything ‘OK’, as our new hall is just like our other Cineplex with 49 seating at another location which they always inspect every year.
He told us no problem after the inspection. Our Cineplex is not like karaoke with lots of room. Inside the Cineplex just only 1 projection room and at the front is just a 33 feet wide screen and also at Ground Floor of a commercial shop.
Our Cineplex have 2 emergency exit and 1 entrance with less than 90 seat and 2 unit fire extinguisher (One hang outside the entrance and another inside the Hall).
After the inspection we received a letter from Bomba ‘TIDAK SOKONG’ coz they say our fire extinguisher expired. Do you think is logic? We can open a Cineplex and unable to buy a new fire extinguisher?

The Bomba should tell us to replace if ‘REALLY’ we use an expired fire extinguisher during their inspection. They should tell us to buy a new one and they will come again to inspect . If we don’t replace after 2 weeks they will not recommend PL to issue us the trading license. This will be the correct system.
After we receiving the letter, I call up Bomba officer who signed the letter by the name James and told him that the other day the officer told us no problem and why now the letter stated ‘TIDAK SOKONG’.
I told him we just bought the fire extinguisher and with bomba certificate. I told him his officer don’t even inspect the fire extinguisher during the inspection as I was told by my men.
James ask me do I have a drawing of the Cineplex and I told him I already submitted which I use a computer to draw the Hall seating and emergency exit. He told me that the drawing must be signed by a certified architect.
I told him that I am not building a 3 storey shop or eight storey hotel that need an architect plan but he insist that. During the telephone conversation he ask me wheather I know any architect and look like he wish to introduce to me but cut off his topic.
The next morning I went direct to the licensing office to enquire wheather I really need and architect drawing as my small Cineplex have no room or brick partition. I was told by the licensing officer that just use a sketch drawing will do but we also ask a friend to draw the plan and signed by certified architect requested by Bomba because we want to follow the application procedure.
After that a guy unknow to us came to our Cineplex and told my staff that why we start business as Jabatan Bomba not yet recommend to PL. He told my staff he is from PL and can get the bomba officer approve together with the trading license and can help us out.
He told my staff RM6,000 for the Architect plan, Trading license and Bomba approval letter. The question is how this Perbadanan Labuan Staff not in the licensing department can know Bomba not yet recommend to PL Licensing department? Who told him?
We make a deal with him and he demand RM2,800 advance to pay for architect plan and balance will collect after 2 week when trading license out. At the same time we lodge a report with SPRM (MACC) and pay the PL staff the next day together with the undercover SPRM officer at my Cineplex.

We also pay a Draftman (Lim) to submit architect plan to PL and understood that he was stop by someone from Bomba without our knowledge not to submit the architect drawing to PL Town Planner Department.

After few week, we chase the draftman who submit the plan to PL and we were told that someone told him not to submit because there is another guy arrange with bomba officer to get it done without submitting the plan.
We ask the draftman why and what is the point to pay RM3,500 if no need to submit the plan. He told us he will submit again but till today he doesn’t submit. Why? I think he’s afraid to offence the officer who ask him not to submit.
Last few day the MACC already detained the PL Staff for investigation. we are conducting a signature campaign to write letter to Kementerian Setiausaha Negara and Menteri Wilayah to conduct an investigation the abuse of power and corrupt in the local authourity/Public services department in this small island. We hope our Value patrons and Facebook friend of Perdana Cineplex will dropby our Cineplex at Pekan Jati to sign and give us your support.
Where is, “Rakyat Didahulukan,Pencapaian DiUtamakan.” We are very proud to be Malaysian, We love our country, We like our present Prime Minister who bring Peace & Harmony with 1 Malaysia Concept but this corrupt government officer who spoil the image of the government and down fall of the government is cause by this type of ‘Pegawai Sampah’.
