JAINAB TARGETS SOCIAL PROBLEMS

Minister of Community Development and Consumer Affairs Datuk Jainab Ayid echoed Chief Minister Musa Aman's call to put aside politics and strive to work for the people.

Jainab told reporters in a press conference following the first Cabinet meeting that it will now be her focus to help those in need as well as empower more women.

Under the Ministry of Community Development and Consumer Affairs, Jainab aims to tackle prevalent social issues including the problem of drug abuse.

"We have to find an effective way to minimise drug abuse in our society as this is a serious problem," she said.

Jainab also will pay particular attention to neigbourhood security in the light of the growing cases of child abduction and crimes against children happening within residential areas.

During the press conference, Jainab also handed over the Ministry's donation to the Lahad Datu fund worth RM6,068 to the State Police Force.

"This is the beauty of the Malaysian spirit. When any of us are in difficulty, others will not hesitate to offer help," she said. (Insight Sabah)

  1. So Abidin urged all members of the community to join hands with the authority in addressing the drug menace.
    He said that Pemadam (National Drug Agency), City Hall, Police or Rela would be unable to address the issue on their own.

  2. There are parts of the society that would like to act to overcome social problems while others could not be bothered. There are segments of society that suffer from the impact of such problems and there are segments that are happy to see others suffer from social problems.

    Society reacts differently to social problems. This scenario will be discussed in depth in this article.

    The professionals generally share the same view on social problems faced by the world. They, however, disagree on what are the real causes of the problems and how to resolve the it.
    An example is the problem of child abuse that occurs in the country. Generally, the professionals are all in agreement that child abuse in the country is a pitiful phenomenon and should be eradicated as soon as possible. What differentiate one from another are their opinions on the causes and appropriate solutions. Some of them feel that the main cause of abuse cases is low socio-economy level of the family.

    Yet others think that drunken and irresponsible parents are the main causes of the problems.
    Other reasons put forward are lack of education, joblessness and broken family. Differences on how to solve the problems also exist among the professionals.

    There are those who proposed that the full weight of the law is brought to bear on the abuser while others suggest the setting-up of counseling classes and so forth. Whatsoever the views, the main issue to society is social problems is an agenda that require serious attention.

  3. Generally, certain behavior is considered a social problem when substantial parts of the society or an influential part of the society think that such behavior is unhealthy and against the values and norms of society’s life.

    In furtherance, society or the relevant group concurs to change or rectify such situation.Based on the above definition, social problems are subjective in nature and differ according to conditions, locations and times.

    An occurrence that was considered as a social problem at one time may not considered a problem during another time.As an example, prostitution is considered as a social problem that is taken seriously by society in Malaysia.

    Those caught for or involved in prostitution will be punished under the relevant rules. However, in Thailand, similar activities are considered as economic activities that spur the growth of the nation. Therefore, those involved in such activities will not be detained unlike in Malaysia.Another example is the problem of ageing population.

    Ten years ago, older persons were not a problem to the country as their number was small. Managing their needs was not a serious issue. Nowadays, they are increasing in number.

    Technological advances in medical and a better diet has increased the life expectancy of the country’s population.This situation is becoming a problem to the country from the aspect of providing various facilities such as housing, pension scheme, medical facilities, transportation and shelter.

    Without adequate preparation, the deficiencies and lack of services and facilities expected by older persons will cause various problems.

    Therefore, today’s society has classified issues on older persons as part of the social problems that need to be resolved.

  4. Other than time and location, social problems are also relative to definitions. As an example, geologists see air and water pollutions as a serious social problem that need to be given appropriate attention before it is too late. For manufacturers and industrialists, the same issue is seen as a profitability issue. The more black smoke and waste material generated, the more is their profit margin.

    The same could be said to landlords in squatter areas.To the landlords, the environment and conditions of the house is not a problem as the monthly rental income is more important.

    Local Government and authorities consider the condition as a breeding place for all kinds of social problems. Without proper drainage, sanitation and clean water, it is a contributory factor to various diseases and social problems to the society.

    Based on the above deliberation, there are two perceptions regarding social problems. The first is of the view that social problems is an objective issue such as murders, abuses and drugs abuse. The second perception looks at social problems as a subjective issue, this view will take into consideration location, who and when it was discussed.

    On this matter, Robert Merton had classified social problems into two segments. He made distinction between manifest social problems and latent social problems.Merton defines manifest social problems as social problems that are objective in nature and society as a whole is aware and knew the danger and effects of the problem.

    Examples of manifest social problems are robberies, drug addiction, murders, abuses and kidnapping.Latent social problems are social problems that are objective in nature yet society has not considered the matter as a social problem because it is not against the value, culture and the norms of the particular society.

    Suitable examples are illegal loggings in forest reserves, weight cheating by traders and oil spill in our water from tankers owned by the world oil giants. Despite these problems are against the values and norms of the societies involved, it is not seen as a social problem.Not all issues that cause adverse effects on the society will be labeled as social problems.

    There are various occurrences that are beyond the power and control of humans such as famine caused by whether conditions, floods and earthquakes. These problems are not considered social problems but as a fate from the Almighty.

    There are also problems caused by changes in the human bodies and personalities. Wandering mentally sick people often caused various problems in a society; however, actions are rarely taken to resolve the problem as the society feels that such behavior by a mentally-ill person is normal.

    SEBENARNYA tidak pernah terlintas di hati saya untuk menjadi seorang wakil rakyat. Walaupun lahir dalam keluarga pejuang dan pemimpin, tetapi saya hanya bercita-cita untuk menjadi peguam yang baik yang dapat membela mereka yang teraniaya dan perlukan nasihat undang-undang. Tetapi kita merancang, Tuhan yang menentukan, kata Datuk Hajah Jainab Datuk Seri Panglima Haji Ahmad Ayid, Pembantu Menteri Pembangunan Sumber dan Kemajuan Teknologi Maklumat.

    Beliau tidak menyangka, penglibatannya yang aktif dalam politik sejak kembali ke Sabah pada tahun 1994 setelah membina kerjaya yang membanggakan di Kuala Lumpur telah membawanya ke satu destinasi yang menyebabkan beliau memikul tugas dan tanggungjawab yang lebih besar. Sejak terpilih sebagai Ahli Dewan Undangan Negeri (ADUN) Karambunai, beliau merupakan seorang wakil rakyat dan tokoh wanita yang sering turun padang untuk menemui rakyat.

    Jainab menduduki bangku sekolah rendah di Sekolah Rendah Kebangsaan Tawau. Beliau kemudian melanjutkan pelajaran menengah di SM St Patrick Tawau dan selepas tamat tingkatan lima, beliau bersekolah di Sabah College selama tiga bulan sebelum melanjutkan pelajaran di peringkat A-Level di Walthamstow, sebuah kota yang terletak di timur laut London. Beliau meneruskan pengajian dalam bidang undang-undang sehingga mendapat BA Law dan kemudian
    Barrister At law di Lincoln Inns, London. Beliau ditauliahkan sebagai peguam di Mahkamah Tinggi Borneo pada 1982. Selepas itu beliau diterima sebagai peguam di Mahkamah Tinggi Malaya pada tahun 1986. Pada tahun 1994, beliau diterima sebagai Peguam Syariah. Jainab juga memiliki ijazah MBA dari UiTM. Beliau merupakan anak kedua daripada tujuh adik beradik.

    Selain tugasnya sebagai wakil rakyat,Jainab juga merupakan Ketua Wanita UMNO Bahagian Sepanggar dan menjawat jawatan Penolong Setiausaha Pergerakan Wanita UMNO Sabah
    Walaupun jadualnya agak padat, tetapi Datuk Hajah Jainab sedia untuk ditemubual untuk ruangan Sembang Sabtu Utusan Borneo.     UTUSAN BORNEO: Pernahkah Datuk terfikir menjadi seorang Ahli Yang Berhormat?


    DATUK HAJAH JAINAB AHMAD: Walaupun saya dibesarkan dalam keluarga yang bergiat dalam politk, tidak pernah di lintas dalam fikiran saya untuk menjadi Wakil Rakyat. Bapa saya, Datuk Seri Panglima Haji Ahmad Ayid adalah orang kuat USNO di Tawau, ibu saya Alahyarhamah Hajah Nikmah, juga seorang aktivis USIA dan Kaum Ibu. Saya dibesarkan dalam sebuah keluarga yang menitikberatkan komitmen untuk membantu masyarakat.

    UB: Siapa yang selalu memberi galakan kepada Datuk?
    DHJA:Bapa saya menggalakkan untuk kami menimba pelajaran dan ilmu pengetahuan, walaupun zaman itu, anak perempuan kurang diberi galakan untuk bersekolah hingga ke peringkat yang lebih tinggi, tetapi bapa saya seorang yang berpandangan jauh. Katanya, harta yang paling paling baik ialah ilmu pengetahuan. Sebab itu beliau menyekolahkan adik beradik hingga ke luar negeri, dengan belanja sendiri, walaupun bapa saya seorang peniaga yang menjual kain. Saya hanya mendapat biasiswa sewaktu berada di tahun akhir di London.

    UB: Kenapa YB tak begitu minat dalam politik pada mulanya?


    DHJA: Saya nampak bapa saya sibuk. Saya fikir sukar untuk menjadi orang politik kerana sering berjumpa orang. Saya hanya minat belajar untuk menjadi peguam yang baik. Sebaik balik dari london, saya mencari kerja. Saya ingin menjadi majstret. Tetapi kerana tiada kekosongan, saya dapat bertugas di SINAR, sebagai tenaga pengajar selama enam bulan.

    UB: Apa yang Datuk lakukan selepas itu?

    DHJA: Pada tahun 1982, saya ditauliahkan sebagai peguam `called to the bar' di Mahkamah Tinggi Borneo. Kemudian saya dilantik sebagai Pegawai Undang-undang dan Setiausaha Syarikat Permodalan Bumiputera Sabah Berhad. Setelah bekerja selama kira-kira dua tahun setengah di Kota Kinabalu, saya berasa ingin untuk mengamalkan kerjaya guaman. Kawan-kawan saya menggalakkan untuk saya bekerja sebagai peguam di Kuala Lumpur. Rakan-rakan saya mengatakan di KL, kalau praktis di KL boleh berlawan dengan Karpal Singh.

    UB: Jadi kemudian Datuk memutuskan untuk membina kerjaya di KL?

    DHJA: Ya. Waktu itu saya bertanya pandangan Razak Rouse, seorang peguam yang terkenal mengenai pandangannya. Katanya bagus mengamalkan kerjaya guaman di Kuala Lumput untuk mengambil pengalaman. Jika kita mempunyai pengalaman satu tahun di KL, ia seperti 1o tahun pengalaman di KK, katanya waktu itu. Apatah lagi saya masih muda ketika itu. Saya kemudian masuk bekerja dengan Cecil Abraham dengan elaun kira-kira RM500. padahal sewaktu bekerja di Permodalan, gaji saya sudah lumayan. tetapi kerana ingin mengamalkan bidang guaman, maka saya sanggup untuk menimba pengalaman di KL. saya jual kereta saya. Di KL saya menyewa rumah sekitar RM250 dan naik teksi untuk ke pejabat.

    UB: Selepas itu?

    DHJA: Pada Mac 1986, kami menubuhkan firma dengan Vernon Ong Jainab @ Partners. Kami tiga orang, satu Cina, satu Melayu dan satu India. Konsep Satu Malaysia sudah diamalkan ketika itu. Di KL, saya tinggal serumah dengan Mariany Mohd Yit. Di sanalah saya tertarik dengan UMNO. Saya menyertai UMNO tahun 1985. walaupun pada masa itu, saya hanya ikut-ikutan saja.
    Walaupun pada mulanya saya hanya merancang untuk berada di Kuala Lumpur selama kira-kira satu tahun sahaja, tetapi hanya dapat balik ke Sabah pada tahun 1994. Bapa saya sudah bising-bising, buat apa lama lama di sana. Saya pun balik untuk menubuhkan Jainab @ Associates.. Saya mulai aktif bergiat dalam politik semula. Saya memasuki UMNO cawangan Seroja Likas. Pada tahun 1995, saya menjadi Naib Ketua Wanita UMNO Gaya. Kemudian saya menjadi Ketua Wanita pada 1998. Selepas persempadanan semula, saya dipilih menjadi Ketua Wanita UMNO Sepanggar pada tahun 2003.

    UB: Apa pengalaman yang tak dapat Datuk lupakan sepanjang menjadi Ketua wanita?


    DHJA: Sesuatu yang tidak dapat saya lupakan ialah ketika menjadi Ketua Wanita UMNO, hampir tiap-tiap tahun diadakan pilihanraya. Selepas pilihanraya umum, diadakan pilihanraya kecil, pilihanraya DUN, pilihanraya Parlimen dan sebagainya.
    Pada tahun 2004, saya terpilih sebagai wakil rakyat N12 Karambunai. wakil rakyat yang pertama di DUN Karambunai yang baru diwujudkan itu. Saya kemudian dilantik sebagai Pembantu Menteri Pembangunan Perindustrian. Pada tahun 2000, saya diberi kepercayaan pula untuk menjadi Pembantu Menteri Pembangunan Sumber dan KemajuanTeknologi Maklumat.
    Apapun yang kita buat adalah satu amanah yang harus dilaksanakan sebaik-baiknya.
    Ibu saya Datin Hajah Nikmah, tiga bulan sebelum kembali ke Rahmatullah pernah meramalkan bahawa saya akan menjadi pemimpin. Oleh sebab itu apabila pertama kali bertanding sebagai calon BN bagi DUN Karambunai, saya memakai baju ibu saya, yang telah banyak memberi galakan. Yang telah banyak mendoakan saya.

    UB: Bagaimana Datuk mengagihkan masa antara tanggungjawab sebagai wakil rakyat, sebagai pembantu menteri, ketua wanita

    DHJ: Saya bertuah kerana mempunyai suami yang prihatin, selain sokongan daripada anggota keluarga. Selain itu keluarga kami agak rapat, jadi saling bantu membantu. Saya sentiasa mempunyai buku nota yang selalu saya bawa dalam beg. Saya juga meletakkan buku nota di meja di bilik dan membacanya sebelum tidur.saya sentiasa memastikan untuk menziarahi rakyayt yang menjadi pengundi saya. Kalau ada orang sakit, ada orang yang menghadapi musibah, majlus kahwin dan sebagainya, saya pastikan agar dapat datang. Apalagi kalau ada masalah rakyat di kawasan saya.Saya sentiasa memasyikan untuk dapat hadir.

    UB: Apa yang Datuk lakukan jika ada masa lapang?

    DHJ: Saya suka baca buku. Selain itu saya suka menyemak check list tugas saya. Saya juga menyempatkan diri untuk melihat facebook, dan memuat turun gambar-gambar ketika bersama masyarakat turun padang, walaupun tidak semua gambar. Jika ada peluang saya suka membawa anak-anak saya Adam Iskandar dan Jane Noorlina untuk keluar bersiar-siar. Selain itu, kalau ada trip ke luar negeri dan kebetulan pula cuti sekolah, saya suka membawa mereka berjalan-jalan.
    Saya juga memastikan setiap ada peluang balik kampung untuk membawa anak-anak saya bersama, agar mereka mengenal sepupu-sepupu mereka.

    UB: Kalau boleh bertanya, apa falsafah Datuk?

    DHJ: Hidup ini sementara.Kita harus lakukan yang terbaik.Do the best you can.tapi sebagai manusia biasa ada kelemnhana. Bukan semua yang kita buat orang sukla. Tapi saya jenis orang yang suka berkawan, tidak suka bermusuh. Cuba memperbaiki kerana pengorbanan orang lain

  9. Chief Minister Datuk Seri Musa Haji Aman has called on the new State Cabinet to work as a cohesive team to ensure that all plans are implemented efficiently, with quality and in accordance with the stipulated timeframe.

    He said in line with the trust and mandate of the people to Barisan Nasional (BN), it is important for them to work hard and strive harder to fulfil their promise to the people.

    “I also emphasise on the importance for every minister to focus on their duties and responsibilities related to the implementation of programmes and projects in their respective ministries,” he said.

  11. He said all ministers have an important role and should perform their best for the benefit of the people.

    “It is also important that we do a paradigm shift when executing our duties. Avoid delay and red tape and do not complete the task at the last minute. Commitment, cooperation and coordination must be further improved.

  12. “Similarly, do not be complacent and assume that ‘the job is not under my jurisdiction so it is not my problem’. Even if it is not under our jurisdiction, we should be proactive and help facilitate the matter referred to us,” he said.

    He said as a caring government and one that is people-oriented, all leaders must always be responsive and take prompt attention and the best action.

    “This is important to help resolve issues and problems of the people, whether voice by them in the area or channelled directly to us at the ministry level,” he said.

  13. He pointed out that support and commitment from all civil servants is crucial because the effectiveness and success of policies depend on the cooperation and dedication of the leaders, including ministers and the civil servants.

    “Before this, we have been able to work together very well and this should continue because it is important to make sure that all we plan benefit the people,” he said.

  14. He also thanked the media for helping the government to provide accurate information and getting feedback from the people at the grassroots level to improve and enhance the system of government service.

    “Whatever we do must be reported accurately, do not mislead because it will confuse the people. The people have given us the mandate, support and trust to continue ruling the State.

    “Therefore we must use that mandate properly. This is not a privilege but a responsibility to perform our duties as expected by the people,” he said.

    He said, the time for politicking is over and it is now time to move forward to serve the people for the progress and prosperity of the State.
