MORE PUBLIC HOUSING NEEDED IN LAHAD DATU

KOTA KINABALU: The state government was urged to implement people’s housing projects along the coast of Lahad Datu before relocating residents affected by the intrusion of Sulu militants, to resettlement areas.

Datuk Mohammad Yusof Apdal (BN-Lahad Datu) said the projects were necessary, before any decision to set up resettlement areas, to ensure the welfare of the affected residents.

“I also urge the state government to gazette villages which have been occupied for more than 20 years, as Bumiputra villages or as resettlement areas, to meet the needs of the Eastern Sabah Security Command (ESSCOM),” he said when debating on the address of state Governor Tun Juhar Mahiruddin at the Sabah State Assembly, here, today.

Prior to this, the security forces decided that Kampung Tanduo, Lahad Datu, the location of a recent landing by the intruders, would be closed.

Mohammad Yusof, who represented the area involved in the tragedy which left 10 members of the Malaysian security forces dead, also lauded a move to build an airport at Silabukan in Lahad Datu and to upgrade the existing one.

“To meet the increase in populace, the construction of the airport must be accelerated. I am confident the airport will be the focus of domestic and foreign tourists and help spur the economy,” he said.

Earlier, BN-Senallang’s Datuk Seri Nasir Tun Sakaran (photo) hoped more security control posts would be strategically set up, specifically in ESSCOM, namely at Lahad Datu, Semporna, Kunak, Sandakan and Kudat.

  21. The Sabah government has hit the right formula in making land available to landless natives of Sabah without risking the land being then sold. Communal land ownership through the issuance of cluster titles is the answer, according to Chief Minister Datuk Seri Panglima Musa Haji Aman.

Speaking in response to a question raised by Datuk Wilfred Bumburing (PKR-Tamparuli) at the Sabah State Assembly, Musa said, the government has approved a total of 62 Communal Titles covering an estimated 33,812 hectares as of May 31 this year.

  22. Musa disclosed that the communal grants were awarded to 8,115 beneficiaries from 155 villages.

“Of the total, four communal leases were earmarked for extensive oil palm and rubber cultivation with assistance from the Sabah Land Development Board (SLDB) as Agropolitan Projects. The high-impact initiative under the Government Transformation Programme (GTP) is designed to provide the rural poor with a sustainable means of livelihood,” he told the Assembly

  23. The Sabah Land Development Board (SLDB) and other government agencies help villagers to grow export crops such as oil palms and rubber on land designated as Agropolitan project or mini estet sejahtera settlement areas. The villagers work on the land initially as wage earners under the management of the relevant state agencies that help to develop the land. When the estates begin to have incomes the villagers will then receive dividends from the proceeds of the crops.

According to Musa, among the areas listed for the development include Lalampas in the Tongod district and Ponguloban 1, Ponguloban II and Kabintaluan in the Tenom district, covering 7,335 hectares involving 1,780 beneficiaries. Musa denied it was mandatory for villagers awarded with communal titles to enter a partnership with Sabah Land Development Authority (SLDB).

  24. However, he reiterated that such joint venture to develop communal titled areas could only be implemented with the mutual agreement between both parties (government agency and the participants) and subject to the approval of the Chief Minister.

In addition, the names of heads of households taking part in the land develeopment will be clearly listed in the communal title deeds.

  25. “Landholders awarded with the Communal Title can do anything they want with the land except sell it,” Musa said, and added such measures are necessary to boost economic activity especially in rural areas, which in turn drive socioeconomic growth and prevent them from losing their lands.

The issuance of communal titles is aimed at empowering all native Sabahans, providing a sustainable means of livelihood and solution to the customary land issue,” he said. - Insight Sabah
