The announcement by the SPR
on the continue use of the indelible ink in the Kuala Besut By-election by
using the “improved version” and by dipping the left hand index finger into the
ink is seem to be no improvement as far as the measure to avoid and stop double
voting.
The Luyang Assemblyman Hiew
King Cheu said the measure put forward by the SPR may not be able to stop
election “foul play” and cheating, unless SPR is serious about putting a stop
in installing a better system to cope with these. The application of the ink
which is supposed to be indelible but turn out to be washable, and had caused
many spoiled votes during the last election due to the ink being “printed and
transferred” on the ballot papers.
Hiew further pointed out
that the procedure of dipping the finger into the ink will not help because it
will further dirty the ballot paper when one is not careful. He suggests that
it is advisable to apply the ink after a person has marked and cast the ballot
paper. That is, when the voters enter the room, have their name checked and the
ballot paper being issued, mark and cast their votes, then on the way out they
are required to have their fingers dipped into the ink. This will ensure that
the ballot paper will not be dirty and reduce the risk of spoiled votes, and
stop frequent request to replace dirty ballot paper.
A case had happened during
the last general election that a friend went to vote and found his vote had
been voted by someone else. He showed his clean finger and the returning
officer (RO) said he had voted already and he must have washed the indelible
ink off his finger. He was shocked and he said is it not true that the ink is
indelible. Many people had tried and successfully removed the ink by washing and
rubbing off. Therefore, this measure has no purpose and cannot stop people
voting many times under different names and identities. A waterproof marker pen
can even do the job better.
Hiew also recommends the SPR
to use Mycard readers and if possible the finger print scanner that can be
easily purchased in the market to check on any fake Mycard and to obtain data
from the computer chip attached on the card.
This is a fast way of cross checking on the identity of the voters. The
political parties may standby such card-reader to check on the suspicious
voter, if this is agreeable by the SPR. The card-reader is very cheap and
easily available. We want a clean and fair election in all circumstances, and
to eliminate foul play and any unjust election results.

ReplyDeleteMenteri Di Jabatan Perdana Menteri, Datuk Seri Shahidan Kassim hari ini menyifatkan istilah "pengundi hantu" hanya satu persepsi hasil ciptaan pembangkang Pakatan Rakyat (PR).
Shahidan berkata, dalam petisyen Pilihan Raya Umum ke-13 (PRU13) yang dikemukakan parti pembangkang jelas membuktikan tidak ada satu pun mengemukakan mengenai pengundi hantu.
"Idea mengatakan hantu pun, itu adalah satu persepsi.

"Masih belum ada petisyen di mahkamah membabitkan pengundi hantu. Jadi, ia hanya satu persepsi," kata Shahidan di Dewan Rakyat malam ini.
Isu "pengundi hantu" bergema semula di Dewan Rakyat selepas pemimpin pembangkang membangkitkan kewujudannya, malahan ketika tempoh berkempen lalu PR mendakwa wujudnya pengundi warga asing yang diterbangkan ke semenanjung bagi mengundi untuk kerajaan pemerintah Barisan Nasional (BN).

PR mengatakan wujudnya warga asing dari Bangladesh mengundi secara haram pada Pilihan Raya 2013.
Bagaimanapun, pemerintah Bangladesh menafikan wujud pengundi hantu daripada kalangan rakyat negara itu pada pilihan raya umum 5 Mei lalu, bagaimanapun mengakui terdapat pemberian kad pengenalan melalui proses secara sah.
Walaupun terdapat kebangkitan pembangkang, BN masih memegang kuasa dengan memenangi 133 kerusi berbanding PR 89, walaupun kurang tujuh kerusi daripada apa yang gabungan pemerintah itu perolehi pada tahun 2008.
BN pimpinan Perdana Menteri, Datuk Seri Najib Razak juga kehilangan undi popular buat pertama kali sejak 1969.

PR dan BN masing-masing memfailkan petisyen pilihan raya untuk mencabar beberapa keputusan dalam pilihan raya 5 Mei, mendakwa mempunyai bukti kukuh penipuan dalam apa yang dikatakan pilihan raya paling sengit di Malaysia.
Antara bukti yang dikumpul adalah video kononnya menunjukkan warga asing diterbangkan satu hari sebelum pilihan raya.
Najib baru-baru ini mengumumkan kerajaan akan melihat melalui pelan untuk reformasi sistem pilihan raya dengan meletakkan Suruhanjaya Pilihan Raya (SPR) di bawah satu jawatankuasa khas parlimen.

Pemimpin PR, bagaimanapun, mendakwa langkah itu adalah lebih daripada satu latihan perhubungan awam dan mendesak kepimpinan SPR meletakkan jawatan sebagai langkah pertama ke arah reformasi tulen pilihan raya.
Pihak yang gagal melaksanakan tanggung jawab harus diletak jawatan dan mencari kaedah yang lebih baik untuk mengganti mana-mana kaedah yang berkurangan.

Wan Ahmad said that those who ridiculed the EC's efforts in carrying out the exercise should view it positively and with a rational mind.

ReplyDeleteMengulas perjalanan proses penamaan calon hari ini, Wan Ahmad berkata secara keseluruhannya ia berjalan dengan baik dan lancar sambil tidak menolak kemungkinan ia disebabkan bulan Ramadan.

PRK Kuala Besut diadakan berikutan kematian penyandangnya Dr A. Rahman Mokhtar daripada BN pada 26 Jun lepas akibat kanser paru-paru.
Mengenai larangan pemasangan replika pada kempen pilihan raya, Wan Ahmad berkata pada PRK Kuala Besut itu, polis memberi jaminan keselamatan kepada pegawai penguatkuasa kempen SPR dan akan merobohkan replika yang didirikan parti politik bertanding.

Is Deputy Prime Minister Tan Sri Muhyiddin Yassin tempting fate by expressing confidence that Barisan Nasional will win the Kuala Besut by-election with a bigger majority? Perhaps. But it is easy to see what is motivating him.
ReplyDeleteApart from the fact that he has faith in the abilities of BN candidate Tengku Zaihan Che Ku Abdul Rahman, there is the timing of this poll that is giving the DPM optimism. In the month since BN was returned to power in Terengganu and federally, the Government, led by Prime Minister Datuk Seri Najib Razak, has done all it can to show that it is getting on with government.
It is listening to the people, and compromising - the best example of which was the decision to abandon the controversial child conversion legislation. It is also getting on with reform, with the Election Commission and the income tax system on the agenda.
Kuala Besut might be just a Terengganu state seat but an increased share of the vote for BN on July 24 will go a long way to show that voters too have moved on and want to see progress from those they elected on May 5th.
ReplyDeleteFor Pakatan Rakyat the by-election is a very different kind of test. First off, PKR-DAP-PAS should be congratulated for the fact that one of their own is actually standing in the seat after the call by elements within DAP to boycott it. This infuriated PAS and its eventual candidate Azlan Jusoh, who has been tasked with wresting it from BN.
Then there was the suggestion that PKR should contest it instead of PAS – an idea that barely kept the simmering tensions within the coalition out of view.
And finally there is the issue of whether the Pakatan Rakyat candidate can actually win the poll. If voters were even half as enraged as Anwar seems to believe, they will surely turn on the incumbent party with their full fury. But the reality is most people, aside from Anwar, know this isn't going to happen.
But what if they lose? The damaging debate about whether PKR, not PAS, should have contested the seat will start all over again.
ReplyDeleteThis by-election contest is a further nail in the coffin of Datuk Seri Anwar Ibrahim's 505 campaign, which still calls for the results of GE13 to be overturned. By July 25 the citizens of Kuala Besut will be not one, but two election removed from that arcane idea.
At GE13 BN held the seat by 2,434 votes. The by-election was triggered by the death of assemblyman Dr A.Rahman Mokhtar.
It might only be a state seat, but there is a lot riding on the outcome of the Kuala Besut by-election for both sides.
ReplyDeleteFor Barisan Nasional, victory would show that voters are accepting that it is time to move on from GE13, just as the Federal and Umno-led Terengganu Governments have. Victory for its candidate Tengku Zaihan Che Ku Abdul Rahman would be further proof that the rakyat have accepted the political status quo, even if Datuk Seri Anwar Ibrahim hasn't.
But would a BN win on July 24 finally persuade Anwar to end his tiresome 505 rallies? Probably not.
With the very real prospect of BN holding the seat, PAS, the party contesting it after some frantic politicking within Pakatan Rakyat, has already begun making excuses in case of defeat.
Laying the ground for some PAS face-saving, he then went on to outline the challenge head. To win Kuala Besut, PAS will need to pick up around 1,300 votes from Barisan Nasional's 2,434 vote majority.
ReplyDeleteThat would entail PAS winning an extra 150 votes from each of the eight polling districts, having won just two at GE13. The excuses are coming thick and fast.
Umno, by comparison, is using the poll to re-engage young voters. The Terengganu Umno Youth Wing has been joined by young party members from Kelantan who have on the ground in Kuala Besut since nomination last Friday.
Seeking to make in-roads into PAS' Islamic vote, Deputy Prime Minister Tan Sri Muhyiddin Yassin said Saturday that Muslims who opposed the Barisan Nasional government should acknowledge that what has been done in this country was in accordance with Islamic principles.

Akhirnya Ketua DAP Sabah, Hiew King Cheu menjadi pemimpin pembangkang pertama yang bersetuju bahawa sistem biometrik jauh lebih baik dari penggunaan dakwat kekal. Walaupun beliau tidak menyebut nama sistem itu namun istilah "mycard reader" sudah cukup menjelaskan bahawa sistem yang dimaksudkan beliau adalah BIOMETRIC.

ReplyDeleteKUALA BESUT (July 15, 2013): A demonstration of how a voter has to dip his or her left index finger into indelible ink in the Kuala Besut state by-election will be held soon, most probably on Thursday.
Election Commission (EC) chairman Tan Sri Abdul Aziz Mohd Yusof told Bernama the Terengganu EC office was making the arrangements for the simulation.
ReplyDeleteHe said the simulation was important because the method of applying the ink in this by-election would differ from that of the last general election, the index finger would be dipped in the ink instead of the ink being applied to the finger.
Meanwhile EC deputy chairman Datuk Wan Ahmad Wan Omar, when contacted, said the simulation would be broadcast over local television stations such as Radio Televisyen Malaysia (RTM) for the benefit of voters and the contesting political parties.

ReplyDeleteThe announcement by the SPR on the continue use of the indelible ink in the Kuala Besut By-election by using the “improved version” and by dipping the left hand index finger into the ink is seem to be no improvement as far as the measure to avoid and stop double voting.

The Luyang Assemblyman Hiew King Cheu said the measure put forward by the SPR may not be able to stop election “foul play” and cheating, unless SPR is serious about putting a stop in installing a better system to cope with these. --true saying...
ReplyDeletesementara itu, SPR berkata pada Ahad lepas bahawa ianya tidak bimbang tentang dakwaan bahawa dakwat pilihan raya boleh dibersihkan, sebaliknya menekankan bahawa pengundi tidak boleh mengundi dua kali dengan satu nombor IC.

ReplyDeleteKetua Pemuda Umno Bahagian Besut, Mohd Mahdi Musa sebaliknya berkata, tarikh pengundian yang jatuh pada hari bekerja itu bukanlah masalah kerana ia bukan kali pertama berlaku dalam sejarah pilihan raya di negara ini.

ReplyDeleteDun Kuala Besut mempunyai 17,683 pengundi berdaftar dan daripada jumlah tersebut, Mohd Mahdi berkata, 55 peratus adalah pengundi berumur 40 tahun dan ke bawah.
Dalam laporan Sinar Harian semalam, Pas menganggap SPR tidak sensitif terhadap warga Terengganu berhubung penetapan tarikh penamaan calon dan pembuangan undi bagi PRK Dun Kuala Besut.

ReplyDeleteSementara itu, merujuk gerak kerja pihaknya menghadapi persiapan PRK Dun Kuala Besut, Mohd Mahdi yang juga Adun Kota Putera berkata, Pemuda Umno melakukan persiapan sejak awal dengan program turun padang melalui kumpulan 10 (K10).
Beliau menjelaskan, pihaknya akan mendekati golongan muda melalui pendekatan ‘personal touch’ untuk memastikan mereka terus bersama-sama BN bagi mengekalkan kerusi sedia ada.
Seramai 600 anggota jentera Wanita Umno sudah turun padang bagi membantu Barisan Nasional (BN) mengekalkan kerusi Dewan Undangan Negeri (Dun) Kuala Besut pada Pilihan Raya Kecil (PRK), 24 Julai ini.
