1MALAYSIA CLINICS IMPROVE HEALTHCARE






ACCORDING to  government sources there will be  23 1Malaysia clinics in Sabah before the year ends. The 19th of these clinics was launched at Kampung Likas by Datuk Jainab Ahmad Avid, Assistant Minister of Resource Development and Information Technology recently, while the remaining 5 are still under construction.

When launching the clinic Datuk Jainab said the 1Malaysia clinics first started in Tanjung Aru, then Kepayan, Telipok and Sipitang which were expected to open soon, including several more in Beaufort, Kinabatangan, Kota Belud, Lahad Datu, Pitas, Sandakan and Tenom next year.

Jainab who is also the Karambunai Assemblywoman said that the healthcare clinics were to help improve the health of thousands of low-income people across the state, especially those in urbane areas, who are often faced with financial difficulties because of the higher cost of living.

She said that with the government providing healthcare through 1Malaysia clinics many single parents, the disabled, labourers with low wages and everyone else with little or no income including their families will benefit from the 1Malaysia clinics.

Sabah Deputy Health Director Dr. Jamail Muhi has also expressed a similar view. In his statement made a day after the launching of the Kampung Likas clinic. He told reporters that it was a good approach to place 1Malaysia clinics in the suburban areas. Access to health services will be easier. It also means that residents would not need to travel long distances to the hospital in the City.

Sabah Deputy Chief Minister Datuk Seri Panglima Yahya Hussin similarly voiced approval, saying that these clinics are operated by qualified medical personnel. Yahya believes that the crux to maintaining good service is close supervision and regular monitoring.

The 1Malaysia clinics also come in handy for people who suffer from illnesses that require frequent treatment. The Putatan Jaya 1MC also functions as a treatment center for people suffering from tuberculosis. Instead of having to go to the health clinic in the city, patients can go to the 1MC instead.

The services include free treatment for senior citizens at all clinics. Health services provided for Malaysian citizens are priced at RM1 while non-citizens are required to pay RM15. These services also cover medicines.

The 1Malaysia clinics have become very popular. In Kota Kinabalu and Sandakan, namely, Sulaiman Sentral and Bandar Leila more than a 100 people use the clinic a day.

According to report, the Putatan Jaya 1MC that opened for service on September 28 this year has already treated 880 patients, averaging 50 patients a day. (Insight Sabah)

  3. skop perkhidmatan yang diberikan sama seperti perkhidmatan di Klinik Kesihatan iaitu pemeriksaan dan jagaan kesihatan ibu mengandung dan post-natal, jagaan kesihatan kanak-kanak termasuk rawatan ringan, penilaian tumbesaran dan perkembangan imunisasi.

  14. Timbalan Yang Dipertua Dewan Rakyat, Datuk Ronald Kiandee berkata, ketika ini kebanyakan kawasan terbabit termasuk Beluran tidak mempunyai kemudahan itu dan jika ada sekalipun ia tidak mampu menampung keperluan penduduk setempat.

  15. Katanya, Daerah Kecil Paitan yang mempunyai penduduk 4,000 orang sehingga kini tidak mempunyai klinik desa, malah masih ada kampung yang terpaksa bergantung kepada khidmat doktor udara.

  18. Dulu pesakit terpaksa menunggu lama hanya untuk mendapat rawatan sakit ringan, selain ada yang datang dari jauh untuk ke hospital atau klinik kesihatan.

    Demkian antara kesukaran dihadapi masyarakat apabila klinik kesihatan atau hospital yang dikunjungi menjadi tumpuan ramai, sedangkan rawatan yang diperlukan hanya untuk sakit ringan seperti deman, batuk dan selsema.

    1. Bagaimanapun rakyat di Sabah khususnya di sekitar Kota Kinabalu, kini mempunyai pilihan mendapat rawatan bagi penyakit ringan menerusi kewujudan Klinik 1M'sia.

      Usaha kerajaan membuka klinik ini bertepatan bagi membantu rakyat, khususnya golongan berpendapatan rendah. Rakyat sememangnya mengalu-alukan usaha seperti ini.

  19. Bermula di Sulaman Sentral yang beroperasi sejak November 2011, disusuli Klinik 1M'sia di Darau dan terkini di Likas, klinik itu hanya mengenakan bayaran RM1 kepada pesakit.

    Rakyat Sabah gembira apabila kerajaan melaksanakan inisiatif itu dan menyokong usaha membina lebih banyak Klinik 1Msia di Sabah, termasuk di kawasan bandar.

  20. Walaupun di Likas ada Klinik Kesihatan, kadang-kala ia tidak mampu menampung kehadiran penduduk setempat. Sekurangnya-kurangnya bagi mereka yang demam, batuk dan selsema tanpa memerlukan rawatan rapi, boleh mendapatkan kidmat di klinik berkenaan tanpa perlu menunggu lama.

  21. Usaha kerajaan mewujudkan Klinik 1M'sia di Likas membuktikan kesungguhan menangani masalah dihadapi penduduk di pinggir bandar dan luar bandar untuk mendapatkan rawatan dengan bayaran hanya RM1.

  22. Klinik 1M'sia Likas beroperasi sejak Oktober lalu dengan purata 50 pesakit sehari. Klinik ini beroperasi setiap hari termasuk cuti umum mulai jam 10 pagi sehingga 10 malam dan dikendali seorang penolong pegawai perubatan, jururawat terlatih dan pembantu perawatan kesihatan.

    Kerajaan menyediakan kemudahan Klinik 1M'sia untuk membantu masyarakat yang tidak mempunyai pendapatan besar termasuk warga tua dan orang miskin

  37. Since her husband's mishap in 1995, Kaliamah was unaware of the existence of the aid for the disabled provided by the Welfare Department and she had to struggle to make ends meet for the family by sewing dresses and curtains for customers near her home in Kampung Ayer Merbau.

  38. When the family discovered they could apply for the welfare aid, they had to first register Amaiyar Parthevor with the Welfare Department as a disabled person while they discovered KAR1SMA by chance from a welfare officer who happened to come to their tailor shop.

  40. Kaliamah said that her husband, since receiving the KAR1SMA aid, had helped many people, especially the disabled and single mothers, regardless of race and religion, set up or expand their businesses.

The country's leaders, civil servants and community leaders are not the only ones who should be responsible for creating awareness about the various aid initiatives aimed to help the needy and implemented by the government. The people, too, must take the initiative to find out what can help them ease their burden.

  46. Di bawah Rancangan Malaysia Ke-10, Kementerian Kesihatan telah diluluskan peruntukan pembangunan untuk 321 projek membangunkan fasiliti kesihatan baru, menaik taraf fasiliti sedia ada dan projek bukan fizikal untuk mempertingkatkan sistem penyampaian perkhidmatan kesihatan.

  47. Kos keseluruhan projek adalah sebanyak RM8.79 bilion. Setakat 28 November 2012, sebanyak 145 daripada jumlah 321 projek ini telah siap dilaksanakan. Manakala prestasi perbelanjaan untuk Rolling Plan 1 dan 2 (2011 – 2012) adalah pada tahap 84.4%.

  49. Sehingga 4 Januari 2013, sebanyak 168 buah Klinik 1Malaysia telah pun beroperasi di seluruh negara (tidak termasuk 3 K1M di UTC) dengan kedatangan kumulatif sebanyak 6 juta sejak tahun 2010.

  50. Bagi Klinik Bergerak 1Malaysia pula, ianya telah berjaya melawat 97 stesen yang meliputi 205 buah kampung dengan jumlah 37,155 kedatangan pesakit luar. Bagi memenuhi keperluan dan permintaan rakyat, sebanyak 70 buah Klinik 1Malaysia bakal beroperasi di seluruh negara dalam tahun 2013.
