KUALA LUMPUR: The federal
government does not intend to increase the royalty payments to the various
oil-producing states. Prime Minister Najib Tun Razak confirmed this in
Parliament in a written response to a query by PAS-Rantau Panjang MP Siti
Zailah Mohd Yusoff over the matter.
“The [federal] government
has no intention to review the petroleum product payment to the state
governments, including that of Sabah and Sarawak,” he said.
State governments currently
get 5% from oil royalties, a result of an agreement made over 40 years ago.
Najib added that the
allocations through the payment of petroleum products to the federal and state
governments were set according to a Production Sharing Contract (PSC).
This contract, he said, was
signed between Petronas and its (foreign) PSC partners such as Shell,
Exxonmobil and so forth.
Amending the product rate,
Najib added, would mean that there would have to be a re-negotiation between
Petronas and its PSC partners.
He warned that as the
contract was enforced for a certain time period, any attempt to amend its
criteria would destroy the interests and confidence of these foreign oil
companies.
Even so, he said that even
without an oil royalty hike, the federal government had contributed far more to
its states than what it got out of its petroleum.
Pressure is currently on
Najib’s administration to review the oil royalty arrangments.
The PAS-led Kelantan state
government is not the only one which has petitioned Putrajaya for a greater cut
of oil mined from its territories.
Both Sabah and Sarawak Chief
Ministers Musa Aman and Taib Mahmud have respectively expressed their wishes
for the oil royalty matter to be reviewed.
In early August, the
government said that it would form a special committee to study the petroleum
royalties to Peninsular east coast states. (FMT)
Seems Najib already explained the real situation on why the oil royalty won't be increased.

ReplyDeleteRasanya Royalti minyak ini perlu disemak semula bagi kebaikkan bersama. Kita tahu yang mana Kerajaan Negeri di bawah Ketua Menteri Datuk Musa Aman memastikan perkara ini akan disemak semula kerana royalti itu sudah lama dan perlu diberikan yang baru dengan keadaan yang berbeza sekarang ini.

ReplyDeleteSabah menyumbangkan kira-kira satu suku daripada pengeluaran minyak mentah Malaysia iaitu kira-kira 635,000 tong sehari. jadi Sabah harus mendapat manfaat yagn sepatutnya dari hasil minyak.

ReplyDeletePetronas telah mengumumkan pelan utama pembangunan dalam tempoh jangka panjang bagi menyediakan peruntukan dan menambah nilai sumber petroleum Sabah, yang mana ianya akan menghasilkan peningkatan perolehan bagi negeri ini.
ReplyDeleteBerikutan penemuan sumber minyak dan gas di luar pesisir Sabah, Petronas akan meneruskan pelaksanaan projek huluan dan hiliran minyak dan gas yang melibatkan pelburan modal yang disatukan RM45 bilion.
ReplyDeleteBersama-sama dengan pelan Petronas itu ialah Projek Bersepadu Minyak dan Gas Sabah-Sarawak (SSIOGP), yang mengandungi pembangunan huluan telaga minyak dan gas di luar pesisir Sabah dan pembangunan hiliran Terminal Minyak dan Gas Sabah (SOGT) dan Laluan Paip Gas Sabah-Sarawak (SSGP).
ReplyDeleteSatu lagi projek Petronas di mana bahan mentahnya akan dibekalkan oleh SOGT ialah Loji Kuasa Kimanis menggunakan gas 300MW bernilai RM1.5 bilion, yang dibangunkan secara bersama di Kimanis oleh Petronas Gas Berhad dengan Yayasan Sabah melalui NRG Consortium (Sabah) Sdn Bhd.
ReplyDeleteBagi meningkatkan lagi keselamatan bekalan elektrik Sabah, Petronas juga merancang membina terminal pengisian semula gas LNG di Lahad Datu, bagi membekalkan gas asli kepada cadangan Loji Kuasa Lahad Datu 300MW yang baharu.
ReplyDeleteMenurut Petronas, pelaburan keseluruhannya di Sabah sejak 1975 ialah RM61 bilion manakala jumlah keseluruhan royalti yang dibayar kepada Sabah (sehingga 2010) ialah RM6.8 bilion.
