A BOOMING SEAWEED INDUSTRY IN THE MAKING

THE STATE Agriculture and Food Industry Ministry recently marked a new milestone for the seaweed industry with the launch of the Sabah Seaweed Cluster Project in Semporna.

According to federal Agriculture and Agro-Based Minister Datuk Seri Noh Omar the project could potentially launch the national seaweed industry into a major valuable sector by 2020.

Semporna is identified as a national seaweed producing district under the National Key Economic Area (NKEA). Last year Sabah produced 23,940 tonnes of seaweed, earning the industry RM 66 million.

Currently there are 8,000 hectares (19,200 acres) of seaweed in the sea off the east coast of Sabah. 1,156 farmers are involved in the cultivation of seaweed in Kunak and Semporna.

Sabah is the only Malaysian state producing seaweed with the industry concentrated mainly in the northern and eastern part of the state.

According to industry sources, to date, investment in commercial seaweed cultivation in Sabah is valued at RM703 million, providing jobs to 13, 000 people.

Noh is upbeat about the future of seaweed cultivation. He said once fully operational, the seaweed cluster project is expected to increase its output up to 900, 000 tonnes a year. The export value of dried seaweed in the form of carrageenan could surpass RM1.4 billion.

"We want to make seaweed growing a high impact programme, away from the traditional approach of merely as a subsistence crop. Today, we are planning the value chain, not only on method and technology of producing seaweed but also other related activities and products," he told reporters after launching the Mini MAHA programme and the Sabah Seaweed Cluster project here yesterday.

The government is allocating RM46 million to Universiti Malaysia Sabah (UMS) to implement a Mini Seaweed Estate project with a further RM8.3 million channeled to approximately 300 participants under the cluster programme of the agriculture department.

Also present at the launching of the programme were Rural and Regional Development Minister Datuk Seri Mohd Shafie Apdal, who is also Semporna Member of Parliament, and Sabah Assistant Minister of Agriculture and Food Industry Datuk Musbah Jamli, who represented Sabah Deputy Chief Minister Datuk Yahya Hussin.   12. Kerajaan mengisytiharkan Semporna sebagai daerah pengeluar rumpai laut negara bersesuaian dengan potensi besar industri rumpai laut di daerah itu.

  13. Menteri Pertanian dan Industri Asas Tani, Datuk Seri Noh Omar, berkata program rumpai laut akan diletakkan di bawah Bidang Keberhasilan Utama Ekonomi (NKEA) dan Petunjuk Pre stasi Utama (KPI) menteri bagi menjadikan rumpai laut sebagai program berimpak tinggi.

  14. kerajaan akan membuat perancangan rantaian nilai rumpai laut dimana bukan sahaja mencari kaedah2 dan teknologi pengeluaran rumpai laut tetapi juga menambah nilai aktiviti huluan seperti diproses untuk dijadikan kosmetik dan sebagainya.

  15. dengan adanya perancangan dan peruntukkan dipihak kerajaan, maka kita yakin bahawa menjelang 2020, sasaran untuk menghasilkan sebanyak 900,000 tan rumpai laut bernilai RM1.4 bilion akan tercapai..

  16. dalam mencapai matlamat tersebut, kerajaan telah menyusun pelbagai program bagi melonjakkan industri rumpai laut di daerah itu. sebanyak RM46 juta diperuntukkan bagi memulakan projek mini estet yang akan dikendalikan oleh UMS manakala sebanyak RM8.3 juta diperuntukkan melalui Jabatan Perikannan bagi melaksanakan program kluster..

  17. dibawah program kluster ini, kerajaan akan menyalurkan bantuan terus kepada nelayan2 sedia ada yang sedang membuat kerja secara tradisional yang akan dimanfaatkan 300 peserta.

  18. sebanyak RM13 juta diperuntukkan bagi program Penyelidikan dan Pembangunan melibatkan rumpai laut dengan melantik bebrapa pusat pengajian tinggi seperti UMS, UM dan UKM. bagi memperhebatkan lagi pembangunan rumpai laut didaerah ini, kerajaan juga bercadang menubuhkan sebuah institusi Penyelidikan Rumpai Laut Negara di daerah Semporna..
