RCI MUST UNCOVER THOSE RESPONSIBLE

KOTA KINABALU: Setting up the Royal Commission of Inquiry (RCI) on Illegal Immigrants in Sabah is one thing but whether the panel has the impartiality and objectivity to come up with recommendations for revocation of blue Identity Cards (ICs) or citizenship given illegally - as well as punitive action against the perpetrators - is another.

Parti Keadilan Rakyat (PKR) KK Division Chief, Christina Liew said if so, the Government must implement the panel's recommendations to show its seriousness in resolving this longstanding problem.

"Towards this end, the panel members should include independent individuals who are not seen to be pro-Barisan Nasional (BN). And the terms of reference must include investigation into the root of the problem.

"The RCI must uncover those who were responsible for authorising the issuance of blue ICs and citizenship to illegal immigrants (PTIs) by the thousands.

"Otherwise, it would be a futile exercise which will not resolve the issue at all, and we would be back to Square One," she said in a statement, here, Monday.

Liew stressed that the RCI must have "bite" to be effective or it would be akin to a tiger without teeth or a cake with frosty icing that looks good only.

The Government, she said, must prove that its RCI move is not an election gimmick because it had promised to seek a solution as far back as 2008, which did not materialise.

"Now just because the 13th General Election is around the corner, and they are afraid of 'people power', the RCI is put in place at the eleventh hour."

From another perspective, Liew felt that the investigation should cover all the states in Malaysia, and not only Sabah, "considering that the PTIs are scattered all over the country now with far-reaching consequences."

  1. The RCI does not have the authority to inflict any punishment on the guilty individuals, but they can recommend the suitable actions to be taken against them to the government. The RCI panel's main duty is to investigate those who are likely to be involved in the Project IC.

  2. the RCI announcement is the outcome of a long political process of aggregating grassroots sentiments, articulating issues, formulating appropriate RCI policies and now implementing them

  3. I do agree with Christina Liew that investigation should cover all states in Malaysia, especially in Selangor and Kuala Lumpur where the highest population of Illegals resides. However, I think we should try out the RCI on Sabah first and see how it works before implementing it nationwide. The government has already set up an RCI panel in Sabah, if it was discovered to be useful, perhaps the government will also cover other states.
