DATUK Seri Najib Razak hari ini berjanji akan menyemak semula Akta Hasutan dan menggantikan Akta Mesin Cetak dan Penerbitan 1984 (PPPA) sebagai sebahagian daripada pembaharuan perundangan yang diharapkan dapat menarik undi untuk Barisan Nasional (BN) ketika pilihan raya yang dijangka bakal berlaku tidak lama lagi.
Perdana menteri itu membuat pengumuman selepas membentangkan Akta Undang-undang Kesalahan Keselamatan (Langkah-langkah khas) 2012 untuk bacaan kali kedua di Dewan Rakyat pagi ini.
Akta tersebut telah dibacakan di sidang Dewan minggu lepas, sebagai pengganti kepada Akta Keselamatan Dalam Negeri (ISA), yang diwujudkan sejak 25 tahun lalu bagi menghadapi ancaman Komunis.
“Kerajaan tidak takut untuk menghadapi arena demokrasi. Kami terbuka kerana percaya era kerajaan tahu semua sudah berakhir. Kami percaya bahawa kami telah melakukan yang terbaik untuk Malaysia,” kata Najib kepada Dewan disusuli tepukan gemuruh di meja sebagai tanda sokongan ahli Parlimen.
Cadangan perubahan yang dibuat perdana menteri hari ini dilihat selepas BN akan menghadapi saat-saat akhir mandat lima tahun mereka, yang akan tamat April tahun depan.
“Kerajaan pasti akan terus berusaha untuk membawa perubahan dan transformasi politik,” katanya sebelum membentangkan bacaan Akta Hasutan berkenaan.
Beliau bagaimanapun menegaskan, tiga prinsip utama perlu kekal dalam sistem perundangan, yang mana mencagah undang-undang yang menghina institusi beraja, menimbulkan kebencian terhaap kaum, dan persoalan berkenaan hak Melayu, dan Bumiputera, termasuk agama-agama lain, seperti tertakluk di bawah Perlembagaan Persekutuan.
Akta baru yang bakal menggantikan PPPA, Najib memberikan jaminan kerajaan akan tetap memenuhi janji untuk memansuhkan keperluan memperbaharui permit organisasi media setahun sekali.
Tambahnya, akta baru itu turut akan dimasukkan peruntukan berkenaan pembentukan ‘Majlis Media’ yang membolehkan industri media mempunyai ‘peraturan sendiri.’ (TMI)
Akhirnya, ISA dimansuhkan juga.
ReplyDeleteThe media has been pressing the government to amend the printing act to allow more freedom to the media. Hope that Najib will make the appropriate amendments.

ReplyDeleteHarap Datuk Najib akan melaksanakan apa yang dijanjikan. Jangan cakap tapi tidak ada perlaksanaan. Ini akan menjejaskan nama Datuk sendiri.
ReplyDeletewalaupun baru 3 tahun menduduki kerusi perdana menteri, beliau telah banyak melakukan pembaharuan yang tidak pernah dilakukan oleh pemimpin2 terdahulu, seperti penggunaan dakwat kekal, penubuhan PSC, pemansuhan ISA dan sebagainya..
ReplyDeleteETP, GTP, NKRA, NKEA, NEM, PTP, EPP… There are all the acronyms used by our prime minister Datuk Seri Najib Tun Razak that represents the various transformation programs and plans that his administration had come up with.
ReplyDeleteSince Najib stepped into office he has been chanting the slogan of transformation starting from 1Malaysia followed by GTP, ETP, NKRA, NKEA and such.
ReplyDeleteThen after the prime minister’s meeting with Barisan Nasional (BN) MPs, he came up with yet another new plan which is to transform BN through its Political Transformation Program or PTP.
ReplyDeleteThe aim of the GTP is to transform the government to be more effective in its delivery service for results that matter most to the people thus transforming the country into an advanced, united and fair society with high living standards.
ReplyDeleteUnder this, six key areas are to be identified and developed. These areas are called the National Key Result Areas of NKRA. And, those areas include reducing crime, fighting corruption, improving student outcomes, raising living standards, improving rural infrastructure and improving public transport.
ReplyDeleteThe ETP or Economic Transformation Program. Under the ETP, the aim is to transform Malaysia into a high-income economy so that the country’s gross national income per capita is RM48,000 or USD15,000.
ReplyDeleteUnder the ETP, they have NKEA which is short for National Key Economic Areas.
ReplyDeleteThese areas are the areas that have been seen to have potential to contribute a great amount of growth to the nation. And they have become the core of ETP.
ReplyDeleteThere are 12 areas of NKEAs which are oil, gas and energy; palm oil; financial services; tourism; business services; electronics and electrical; wholesale and retail; education; healthcare; communications content and infrastructure; agriculture; and Greater Kuala Lumpur/Klang Valley.
ReplyDeleteMalaysia has implemented substantial measures to attract foreign investment including a moderation of preferences designed to benefit ethnic Malays.
ReplyDeleteSpecifically these reforms include allowing foreign investors to hold majority stakes in most enterprises excluding "strategic" industries such as banking, telecommunications, and energy, easing insurance regulation, curtailing powers of the Foreign Investment Committee and lowering the minimum quota for Malay ownership in publicly traded companies from 30 percent to 12.5 percent.
